I've seen them all over in art/moves/tv but I have no idea what the are. :?

Bai Mianxi

Those are tekoh, 手甲(てこう), like the ones the woodseller is wearing here and the peddler is wearing here. (Caveat lector: The kanji for this cover a lot of ground, at least in Google Image search—the search doesn't turn up just the classic kind you're asking about and the modern cuff-wrap version used by construction workers, but virtually every wrist+hand covering that doesn't quite qualify as a yofuku glove, from plate mail through terrycloth tennis wristbands.)

As for social class...I don't have any authoritative source to point you toward, but when I see them in movies or illustrations, they're being worn primarily to protect the hands. I've never seen them on someone who was not working or fighting, so they might not be appropriate on what you might call the "decorative classes" of society.

bornahorse

It's from "Ichi"

Borrowed from Netflix:
On a quest to find the blind masseur who raised her as a child, sightless but exceptionally skilled swordswoman Ichi (Haruka Ayase) saves the life of a hapless samurai (Takao Osawa), which lands her in the middle of a violent feud between local villagers and a gang of bandits. Directed by Fumihiko Sori, this blood-soaked Japanese action movie features beautifully choreographed fight scenes and fine acting.

edit: I'm watching it right now, this screen shot is approximately 12:07 into the movie, if you were curious.
